Axis cameras ensure security for Russian Presidential Academy of National Economy and Public Administration.
Mission
The main campus of the Russian Presidential Academy of National Economy and Public Administration (RANE -PA) covers an area of more than 20 hectares, including several educational facilities, a library, a dormitory, a hotel, parking and administrative buildings. Before working with Axis, only 20 analog cameras were deployed on the entire campus and they were not able to monitor all of the facilities or gather video evidence due to poor image quality. The Academy management team looked for a more effective territory monitoring and surveillance solution to increase safety and security of employees and students as well as protect against unauthorized access to facilities and other unpleasant incidents.
Solution
A video surveillance system based on Axis IP cameras was selected as the optimal solution because it offered not only high quality and ease-of-use, but also low equipment costs. The latter was particularly important since an entirely new surveillance system was needed. POLISERVICE CFO, the local integrator, working with monitoring and operational control, installed a total of 390 cameras (fixed, dome, PTZ) indoors, outdoors and on the campus perimeter in several project stages. All of these cameras were integrated into a network using Milestone XProtect® software.
Result
After deploying the new video surveillance solution, operators of the Academy’s monitoring center can now quickly respond to every incident, and when necessary, play video or audio records from the archive. Video records can be used as evidence for police investigations if needed. Also, the first steps were made to integrate cameras with an access control system to provide even more security for the Academy.

Project features
In the Academy, security and access controls are installed only along the campus perimeter, and except for critical facilities (hotels and dormitories), there are no internal security posts. For law enforcement inside and outside the facilities, video cameras send data to a monitoring and operational control center where operators continuously (24/7) monitor the current situation on a video wall. Such a system requires high-definition images, proper camera deployment, and, in most cases, intelligent video capabilities. Each Axis IP camera was installed so as to ensure that it overlaps with one or two others. Such installation guarantees complete area coverage and prevents camera tampering. Facial identification is used at the main entrance, as 14,500 students and staff pass through it daily. Also, cameras provide surveillance at the entrance to the parking lot, offering license plate recognition and facial identification capabilities with high image quality.
Camera features
Axis cameras are integrated into a network using Milestone XProtect® software based on a true open platform, offering convenient control over the whole system from a single control center. Also, the system can be expanded with additional intelligent applications to achieve even higher functionality. Milestone software offers an embedded smart motion search capability that enables viewers to quickly locate motion events in recorded video for a specific time period. When needed,operators of the monitoring center can use other intelligent capabilities supported by Axis cameras: guard tour, WDR and features to improve images in low light conditions.
New surveillance systems with high-resolution cameras can identify criminals more effectively. In one case, a former dormitory tenant who still had his pass and keys stole a laptop from a room. He changed his clothes in the corridor to hide his identity. However, police officers reviewed the video records and identified the thief.
Also, the Academy management team makes use of the fact that cameras support audio recording capability. Since people know this, they tend to communicate more politely when passing through security posts.
Evolution
Before the end of 2015, RANEPA management plans to install large numbers of additional IP Axis cameras on the campus. The main goal is to guarantee complete perimeter protection using intrusion detection sensors for maximum security of people and assets. In addition, Academy management plans to purchase several AXIS M30 Series dome cameras with 360° panoramic view and extensive intelligent capabilities.
Academy management plans to continue integration of video surveillance with the access control system through the use of access cards. PTZ cameras with motion detectors will automatically track unauthorized motion, identify objects, and quickly send an alarm to an operator.
